Can I use the free edition if I need to file form 5329 because I had an IRA distribution and owe penalty?

No, TurboTax Free Edition does not support Form 5329.  You will need to upgrade to TurboTax Online Deluxe or higher, or use one of the CD/downloaded versions of TurboTax.
