Can I use converted IRA to Roth funds as 2018 income if I just did it prior to April 15?

Also I converted $10,000 - am I correct that this does not affect my 6,500 dollar contribution limit to Roth?

That is correct it does not affect the contribution amount..  Any conversion done in 2019 is 2019 income reported next year on your 2019 tax return.
