Can I open a Roth account for my minor children? They are under 16 and to not need to file a tax return. All
of their Roth account is for work at home and not taxable.

Yes, you can open Roth IRAs for your children. If they are not required to file a tax return, be sure to create logs of the work they do and their earnings and keep them with your tax records.
