Can I now open an IRA with $6000 to take the deduction on this return? 2017 1040 shows AGI at $38,641

Worked 8 months of 2017.   Had 403(b) contributions from salary, total of $10,000 .    Now retired.  No more contributions.

Yes, as long as you make your contribution by April 17, 2018, and you are not filing married separately.  This contribution can be deducted on your 2017 return.
