Are you reviewing the RMD pages after your download has posted to TurboTax? This message indicates TurboTax is trying to calculate an IRA penalty and if you are required to take minimum distributions, TurboTax needs to know more information.
I would recommend deleting the 1099R you downloaded and entering it manually. After you have logged in and are in your return in TurboTax Online:
At the financial services screens, click "Change how I enter my form" then "Type it myself"
Enter the information into TurboTax matching the boxes from the hard copy 1099R.
Next, if you were 70 1/2 in a previous year, you will need to temporarily change your birthdate to reflect you are 72. This will enable the RMD screens you will need. Make sure and enter "None" to the RMD question.
After you are finished, change your birthdate back to the correct date.

I have manually entered my 1099-R two different times. I have answered the questions following the 1099-R form. I am 67 years old. When I "review" I still get the following message: "Form 5329-S: Your calculations could not be completed. Reference code 9-431-659".
Any other suggestions?

I am trying to electronically file my federal and CA state returns and get an error message not allowing me to do so. It appears the TurboTax program indicates I have a foreign address or foreign bank accounts, neither of which I have.
Error message #1 - Form 5329-S: Foreign country code should have a value. Select the applicable foreign country code from the list provided.
Error message #2 - Form 5329-T: Foreign country code should have a value. Select the applicable foreign country code from the list provided.
BTW, the TurboTax link does not take you to the referenced article.
I also deleted the 1099R form and manually inputted data without resolution.
@surfer415 It depends. Please read this Turbo Tax article written by Turbo Tax expert SamS1 and pay particular attention to the screen shots that are listed at the bottom of the post. Answer the those questions in the manner that he illustrated and see if this works for you. Don't delete and start over again like it is suggested because you have been down this same path before. Just do the follow up steps after the 1099R entry especially when it asks questions about the RMD distribution.
Ok, I just spent 2 hours on this and I think I have solved it for LOTS of people. For me when I ran the review it was asking me to fill in the name of a foreign country as it relates to two of my 1099-R forms. I believe what I found will apply also to the "calculation could to be complete" error that a lot of people are reporting however I did not get that particular error.
Go to the PERSONAL INFO tab and look at your info. Under the Mailing address and phone number look to see if you STATE is listed as "other country". Mine was! To fix the problem I had to first click the EDIT button and change my city and state to something else. Click CONTINUE and then go back and change it again back to what it should be. You should see it corrected on your screen now.
At this point I went to run the REVIEW and all those questions were GONE GONE GONE.....

I am having this same problem on my 2021 taxes Turbotax Home and Business. I can't get pass the error entering the 1099 manually. When I looked at the form it had Foreign Country: Other Country.
Hmmmm, change both the city and state to something else like, boston Ma and save it and then go back and change it to what you need it to be. If that doesn't work can you post a screenshot?
Go back to your PERSONAL information page and fix it there. Then go back and try to enter the 1099.

To clarify, did you check for the suggestions offered by randomuserinCA? Also does your 1099R have any foreign information mentioned on it?

Yes, I confirmed there was no foreign info on the 1099s. That is what caused me to waste 2 hours trying to sort it out. As soon as I correct the Turbotax error regarding my mailing address that had my CITY correct but in the STATE field it said "another country" it stopped asking me all those questions in the Review.
Something went wrong with Turbotax for sure as all I did was import turbotax from the previous year and that one field got changed in the import process.
Absolutely none. Our Massachusetts address came up as Italy. I am not sure why as I have been using TurboTax since it came on a floppy disc. I went in and deleted the crazy form. My taxes have been e-filed and accepted.
This was a real pain to deal with, but I finally figured it out.
step 1: Save your work.
step 2: Shut down Turbo Tax COMPLETELY.
step 3: Restart Turbo Tax
step 4: Get past the "Getting started w/ Turbo Tax" message
step 5: Go to and Edit "Mailing Address & Phone Number" where it states "Other Country" next to your town/state/zip. Please change it to the correct US Address Town, State & Zip.
step 6: Check to make sure that "Other Country" has been replaced by your US State.
This problem has to do with Turbo Tax expecting a Foreign Address when the User actually has no Foreign address.

Did you ever get the error code fixed, I am having the same issue and don't know how to correct the problem. I don't have a foreign address and it won't let me continue to file my tax return. Thank you
