Can I file my RWD in 1099-R info?

My 1099-R shows no Federal or State withholdings.

Do you mean RMD?  Yes, the RMD is filed in the 1099-R section.  After you enter the form and continue through you will be asked if this was an RMD.

 

You can enter your 1099-R without Federal or State withholdings.  Many people do not have any state or federal taxes withheld from their retirement distributions. You will simply enter the numbers that you have on the form. You may need to pay taxes on it when you file.  If you want taxes withheld in the future, you would need to contact your plan administrator.
