Can I enter a 1099 without the payer tax id? I am missing the 1099 and want to file. I know the amount.

If you want to make your life easier, you would call the person who gave you the 1099-Misc and get their EIN because your program will give you error messages and you will be unable to efile without a 1099-Misc EIN. You could just put the income in like cash, but when the IRS receives your tax return they will match the amounts on your 1099-Misc worksheet attached to your tax return with the 1099-Misc that they have copies of, and you will get a letter from them wondering why it was not included on your tax return.
