Can I contribute 6,500 to IRA if I am working fulltime and age 69?

Concerned about age 69 and working full time- I want to contribute the maximum allowed for 2016

Yes, you can contribute assuming you have sufficient earned income. You may not be able to deduct the amount if you are covered by a pension plan at work.
