Box 13 is blank on form 1099R where it is asking for Payers State number. Would it be the same as Federal number

The State Employer ID No. is not the Federal EIN, but you can use the FEIN in Box 13 if your 1099-R doesn't list an actual State ID No.

Where in my question did you see anything about the State Employer ID No?
