Review the information below for the box descriptions from Form 1099-G Instructions
No entry is required in box 3 if the refund, credit, or offset is for the 2019 tax year. If it is for any other tax year, enter the year for which the refund, credit, or offset was made. Also, if the refunds, credits, or offsets are for more than 1 tax year, report the amount for each year on a separate Form 1099-G. Use the format "YYYY" to make the entry in this box.
There are different topics depending on the source of your 1099G. If the source is state unemployment (amount in box 1) you will enter that in the "Unemployment" topic. You enter the box 1 in the benefits box 1 in TurboTax and any federal taxes withheld in the appropriate box 4 and state taxes withheld if any, in box 11 as applicable.
If you have a box 2 amount for state or local tax refunds that is entered in the "Other Common Income" topic, "State/local Income tax refunds". You will enter the box 2 amount in the refund box and then the total payments from the tax return of the year of the refund indicated in box 3, if applicable, or if box 3 is blank, it is a 2019 refund and you will use the 2019 tax return.
