Both over 65 total income without Social Security >$20000 No taxes withheld. Do not need to file?

The filing requirement for Married filing jointly and both spouses under age 65 is $24,400.

 

Your state filing requirement will be different.

 

You may need to file if you have Federal or state taxes withheld and want the taxes withheld refunded to you.
