No, unfortunately, maintenance fees would only be deductible for a commercial or rental property.

it is independent living attached to assisted and a nursing home.  She paid an entrance fee and now pays a monthly "maintenance" fee which includes cleaning, utilities, etc.

If the primary reason for the facility is medical care, the fee can be deducted.
