Am I correct that a 1099-R received in Jan 2022 for a Roth recharacterization made in Feb 2021 and on my 2020 tax return is left off my 2021 return?

Part of my Roth contribution for 2020 was recharacterized to a non-deductible IRA.
The recharacterization was dealt with on my 2020 tax return so I believe there is no need to enter  the 1099-R into Turbotax for the 2021 tax year.

That is correct you do not need to enter the 1099-R with code R on your 2021 tax return since you reported the recharacterizations already on your 2020 return.
