According to the instructions on my 1099R: "If withholding is reported on the form, then you should attach a copy of the form to your tax filing"How do I attach a copy of the 1099R when filing Turbotax form online,

TurboTax will include a copy of the Form 1099-R when your return is transmitted electronically based on the information that you enter for your Form 1099-R.
