1099R form

My 1099R form says state tax withheld is $850, my gross distribution is $17000.    Turbo tax keeps telling me the 850 is incorrect and won't let me file -- how do I fix it.   I know it is correct

What is the exact entire error message from TurboTax? TurboTax has no way of knowing whether $850 is the correct amount of state tax that was withheld.

entire message was  "state tax withheld must not be larger than gross distribution"

Do you have an amount in box 16 ?  If you have withholding in box 14 then for box 16 enter the same amount as in box 1.

sorry -- full message states:  "NY state withheld must not be greater than or larger gross distribution or state distribution"

State distribution is listed as 0.00 - line 16 on 1099R.    how do I adjust this.

Anything in box 14? If not then leave boxes 14, 15 & 16 blank, no spaces. If you have withholding in box 14 then enter the same amount as in box 1even if box 16 is zero.
