I returned funds to my traditional IRA within 60 days of withdrawal, the 1099-R does not reflect the contribution. How does the returned sum get into the tax return and not taxed as income ?

Upon entering 1099-R, use the followup interview to tell TurboTax all about it.
The 1099-r form shows the distribution and in the retirement income section you will follow all of the screens to indicate it was rolled over into another ira or back to the same one. This was not a contribution so please do not not enter it as such in the program.

As Critter-3 and fanfare mentioned you will indicate the rollover in the follow-up questions. Please see the steps below:
Login to your TurboTax Account
Click on "Search" on the top right and type “1099-R”
Click on “Jump to 1099-R” and enter your 1099-R
Continue "Tell us if you moved the money through a rollover or conversion" and select "I rolled over some or all of it to an IRA or other retirement account within the time limits (normally 60 days)"
