1099-R via settlement handled by DOL & WF Settlement c/o Rust Consulting. Box 14 with $23 state tax & no entry in box 15, but TurboTax is requiring box 15. What do I do?

I can't get past the autocheck to auto-submit, but nothing is listed box 15.

Box 15 is for the state payer id associated with the issuer of the 1099-R. You will need to contact the issuer of the 1099-R for this information.
