1099-R (partial traditional IRA to Roth IRA within trustee) increased taxable income (1040 line 15) but tax amount (line 16) is ZERO.

I entered my 1099-R (partial traditional IRA to Roth IRA conversion with the same trustee) into TT. I finally got the taxable income (1040 line 15) to show the conversion amount however my TAX AMOUNT (line 16) continues to be ZERO.  What could be missing in the TT entries or do I somehow need to force a calculation to lookup the tax table?   I saw something about deleting the IRA wrk forms so they get recreated from scratch. I tried this but still ZERO tax amount.

HELP trying to e-file today Friday April 15, 2022.

Thanks

Perhaps the entire amount of your taxable income is coming from qualified dividends or long-term capital gains that are being taxed at the 0% capital-gains tax rate.  Is your tax being calculated on the Qualified Dividend and Capital Gains Tax Worksheet or the Schedule D Tax Worksheet?
