1099 NEC- box 15 is empty, box 17 has an amount, and the state tax ID was blank. The ID later given to me has the wrong 3 letters at the end for my state. What do I do?

The 1099 NEC was issued because I received a stipend from an organization for an internship required to graduate from school. As I stated, the tax ID was initially blank but I was told that if I entered an amount for box 17, the state tax ID was required. I reached out to the organization who provided me with a 14 digit number but then I was told that the 3 letters at the end of their number did not match those for my state. I was given STC but my state is WTH. I am trying to understand if this is an error on the part of the organization or if I am doing something wrong.

Do you have a Form 1099-NEC or a Form W-2?  Form 1099-NEC does not have a a box 15, 16, or 17.  On a Form W-2, Box 15 is the Employer's State ID No, Box 16 is State Wages, and Box 17 is State tax (withheld).  If you are entering a Form W-2 and you have an amount in Box 17, you do need the Employer's state ID #.  That number is seven digits followed by two letters.  You can contact the organization again (ask to speak to  someone in payroll) and ask for the State ID No, for your W-2, or you can enter their 9 digit FEIN from box b. of the Form.  The later should allow you to e-file your return.
