1099 city code requires an alpha character. Zip codes do not have alpha characters

I can't efile  since you want an alpha character in the city code for the Illinois Municipal Retirement fund.

What should I do?

A city code is not the same as a  zipcode.  Please post the exact error message.  Is it referencing Box 18 of the 1099-R?
