1040x taxable amount didn't change

I forgot to report 1099-R and 8606 on my 2021 return. However, after I entered 1099-R into Turbotax, it says nothing need to be amended. I noticed it's because taxable amount from IRA distribution is 0, so net change on taxable income would be 0 too. but my 2021 1040 did say "IRA distribution = 0", which is wrong. Do I need to file 1040x? Do I need to pay a fine of $50 for late file 8606?

You should not try to file an amended return.  The return that you are attempting to file will confuse the IRS and delay processing your return even more.  Your 1099R has no taxable income so let the IRS fix your return for you.  They have a copy of the 1099-R as well.  You shouldn't try to file the amended return until after the original return has been completely processed.  They will almost certainly recognize this error for what it is and adjust your return for you.
