What is considered out of state active military pay? does it include all of my entitlements or only basic pay?

The military entitlements of things like BAS, BAQ and combat pay are not taxed anyway. Unless something changed since my AD/MIL days, BAS & BAQ are not included in box 1 of your W-2 anyway.

Look at your Dec LES and see what state is listed as your HOR. If you served out of that state on active duty, then the pay you received while physically outside of that state on official military PCS orders (TDY orders in some cases) is considered out of state active military pay.
