Im active military , i live in the barracks but my record of adress is in Kansas, so does it make sense that when i first filed my taxes that it says i owe Kansas $729 ?

If your military home of record is Kansas, you are required to file a Kansas income tax return, even if you were not stationed in Kansas last year. https://www.ksrevenue.gov/faqs-taxii.html
