I am entering Sales tax info and filing jointly, my husband is Active duty military and home of record is TX but we reside in NY...It is filling in TX. Is this correct?

not sure since we don't actually pay sales tax in TX since we reside in NY and pay sales tax here.

Since you can deduct sales tax actually paid, you should use NY, the state where you resided.
