Do I have to contact my home of record tax office when im in the military to ask if I can file my taxes with the federal?

No.  Simply complete and file your federal taxes with the income forms (W2 for example) you have received.  In TurboTax when you identify that you are military and indicate your resident state, which is your home of record not necessarily where you are stationed, a state return will be generated automatically, if your home of record state requires one.
