Why is the year 2008 missing from the list of years (2006-2105) on the form for expenses related to improving energy efficiency of windows?

The Energy department have deemed 2008 a failure in terms of creating new products that would be both effective as the standards at the same the recur rem 56% more saving as that advised on the products before. To avoid any attacks on credibility the year 2008 have been "supposedly forgotten"
