Where do you put closing costs for sale of rental property----at a loss

You add the closing costs at the sale as your "Asset Sales Expenses" on the Sales Information screen. See the screen shot attached. Add all the selling (commissions etc.) and closing costs together in one total to enter to that box.

Also, make sure you go back through the screens in the Property Profile section and mark that you sold the property this year. Some people don't know to mark it there as well.
