Married filing jointly,rental income,active participant question: "I own at least 10% of the property" here "I" means both husband and wife? just person filling the form?

Yes, any question on your joint tax return regarding your rental activity should be answered for the taxpayer(s) who owns the property. If you own 6% and your spouse owns 5%, then together you own at least 10%. If one of you owns 6% and the other is not an owner, then you would not own at least 10% of the property.
