Is a full A/C replacement considered part for the house construction and be deducted (replaced for a 15 sear energy sufficient unit)?

This would qualify as an Energy Property Tax Credit, the whole expense is not deductible but you would add the cost of the capital improvement to the cost basis of your home when or if you should decide to sell.
