In 2017 I started up a rental. It depreciated the property and other assets. This year it is not depreciated those items. Why not.

Look at the Asset Entry Worksheets to see what's missing.  Click on the Forms icon, then, on the left, click on the Asset entry worksheet for the property to make sure it shows residential rental, date purchased and placed in service, cost, etc.
