If the1099-DIV from Fidelity shows a Total Capital Gain Distribution of $24.71, does that mean yes I did sell investments? I have no 1099-B form.

Just report the amount of capital gain distributions in box 2a of the 1099-DIV.

 

Sometimes dividend distributions are classified as capital gain distributions.  It does not mean that you sold investments. They don't need to be reported anywhere else.

No, you didn’t sell investments.  Just report the capital gain on your 1099-DIV.
