If I take a loss when selling stock in a 401k to meet my RMD can that loss be used to offset income; shown as a capital loss or offset capital gain?

No.

Investments in a qualified retirement account like a 401(k) or IRA are not subject to capital-gains treatment.  They have no capital cost basis.
