If I made less than $10,000 even with a rental property, do I still file taxes?

I have a rental property, plus I did a couple of artistic mural jobs. Last year, I made under $10,000 from those from all the repairs done to my rental property.

Just making sure I don't need to file taxes, right? It's my first Rental Property (condo given to me so it's all paid for) so I wasn't sure.

If you have a rental property you should file a tax return so that you are reporting the depreciation.  Also, if you were paid more than $400 for your artistic work, then you might owe self-employment tax on those earnings.  I would recommend that you file a tax return.
