I stopped depreciating a rental property in 16...I did take depreciation in 13,14 & 15. Should I amend my returns from 16, 17 & 18 to include depreciation? I'm selling it

Yes, you should amend the previous returns. When you sell, the IRS levies depreciation recapture tax on the depreciation that you should have claimed, whether or not you actually did.
