I rented out my apartment during a convention for one week in 2016 (under $3K), would this be considered rental income to be reported on Sch E?

No.  If you rent property that you also use as your home and you rent it less than 15 days during
the tax year, do not include the rent you receive in your income and do not deduct rental expenses.
