I rent my house out in another state.. Turbotax pre-entered $900 for Utilities. Where did that number come from?

The renters pay all utilities, except I pay $175 for the renters to keep my roses watered beginning Spring - Oct/Nov

You did something wrong. The TTX program can't "pre-enter" anything for the current tax year. You have to physically enter it. So work back through the rental section again and remember to READ THE SMALL PRINT on each and every single screen. It matters.

Actually, you don't pay your renters anything for this. All you do is reduce the rent they pay you by that amount. So the rental income you report should reflect that.
