I published a video course thru Packt Publishing. They paid me royalties on the sales, but didn't send any tax docs since they are based in the UK. How do I report this?

When I asked Packt Publishing for for a 1099 or whatever tax documents required after receiving royalties on the video sales, they replied:
Packt as an entity is incorporated in UK and does not fall under US Jurisdiction. We will not be sending 1099- MISC or any other tax documents.

How do I report this type of income?

You will report this income in the Rental Properties and Royalties section.  Indicate that the location is a foreign country so you can enter the address of the publishing company.
