I lived in Vietnam for all of 2019, and earned all of my income there. Can I count my rent payments in Vietnam on my taxes?

Maybe. If you are taking using the Foreign Earned Income Exclusion (FEIE) you can count your rent in the Foreign Housing Allowance portion of this form, Form 2555.
