I live in CA and own a primary residence and a rental property. My total property taxes (primary + rental) is $25k. What is 2017 property tax deduction limit ?

The $10,000 limit does not apply for 2017, and does not apply to rentals for 2018+

If you meant to ask about the 2018 limits (tax returns filed early in 2019), the rental property is not affected.  That is deductible in full, and does not affect any other limits.

For 2018 Your Itemized deduction (tax returns filed early in 2019) for (1) State and Local Income tax, PLUS (2) Real Estate taxes on your non-rental homes, is limited to a TOTAL of $10,000.
