So you are self-employed.  You do not have an employer who is withholding tax, Social Security or Medicare, so that means you will be paying self-employment tax as well as ordinary income tax.  If you use online TurboTax you will need the Self-Employed version; if you use desktop software you can use Deluxe or any version since the desktop software versions all have the same schedules and forms.

You will not "report" taxes through Pay Pal.  Pay Pal does not prepare tax returns.  (Maybe PayPal is how the client is paying you. )

They told me to report taxes through paypal,

I suspect that whoever "they" is was not very clear, or you misunderstood. Under no circumstances and with no exception will you "report" anything to, through, under, over, etc. through paypal. More than likely, you were informed that you will need to log into your paypal account to download any applicable tax reporting documents such as the 1099-K, 1099-MISC or something else.

If paypal will be posting any such documents to your account for tax purposes, that won't happen until sometime "AFTER" the last day of the 2019 tax year. If applicable, any tax reporting documents that paypal may be required to issue will be done by the last day of Jan 2020 at the absolute latest. (It's the law)

PayPal is only required to report gross payments received for sellers who receive over $20,000 in gross payment volume AND over 200 separate payments in a calendar year.  These payments would be reported on Form 1099-K.

It's up to you to keep track of all your income and to report it on your tax return.
