I have rental property. I am deducting the car registration fees there. Do I also put the registration in my deductions for my federal tax portion?

No, you cannot list an expense on Rental and then take the same thing again as an itemized deduction.

Car registration fees are not a rental property deduction. The usual way to deduct the use of your car for rental property activity is use the mileage allowance.
