I have gifted real estate to my daughter in 2016 where and when do I have to report this? Maybe on my 2016 Federal or State Return for 2016?

As a donor, you do not report the gift on your personal tax return, federal or state. You must however, file a Gift Tax Return, if the gift is over $14,000 for the year.  You won't pay any tax because of the high gift tax exemption ($5.45 million)but you must file the return anyway. TurboTax does not support Gift Tax Return forms. You would have to file the return using the IRS link and its forms or seek a tax professional.
