I don't know or understand what there asking for when they ask Arkansas short term capital loss carryover?

A "short term carry over loss" is a loss on a short term investment for which the entire loss could not be claimed in a prior year. 

If you don't know what it is, it probably does not apply to you. Leave it blank on your 2017 return.
