I began using TurboTax in 2023 but have loss carry overs from previous years. TurboTax wants to assume it's 2023. Where do I manually enter the loss for previous years?

To do this you'll need to use the desktop version.  The desktop version will allow you to edit the worksheets in forms view that can change the years for your loss carryover.
