Filing taxes as a SC resident on out-of-state rental loss. Claimed deduction for the net loss (including depreciation) on Federal return. Do I add back full amt + deprec?

Wondering if I can just claim the rental property income less expenses (line 21 in Schedule E) or if I need to take fully depreciated amount from line 22 (deductible rental real estate loss after limitation.) Thank you!

You need to add back the amount that was claimed as a loss on your Federal return, which would include the depreciation.  Use line 22 unless the loss was not actually claimed on your Federal return.
