Do I need to file state taxes in VA on a rental property that I had a net loss on for the year?

I am a resident of Florida.

No, you do not need to report a net rental loss on VA rental property as a nonresident of VA. Virginia "conforms" to federal law in that the computation of Virginia taxable income begins with federal adjusted gross income (FAGI) so if no income related to this rental property is being reported for federal income tax purposes then no VI-source income to report.

what if I did make a profit of <$1500 on the rental property. do i have to file a Virginia State Return? What do i have to report to them on the return, just the income for the property? Or do i report all federal personal withholding information? Thank you for your time.
