Do I need to file a 3921 if I have not sold the stock? I filed a 83b with the IRS and have received a 3921 but have not sold the stocks I received.

Yes, report the 3921 - the interview will give you the option to show that you did not sell the stock this year (2020).

 

Enter "3921" in the Search Box of TurboTax and select "jump to 3921" from the results.
