Can I use turbotax deluxe, If I didn't buy/sell any stocks /mutual funds in 2016, however, I've started taking mandatory IRA distribution and have carryover capital loss?

Yes, you can use TurboTax Deluxe to enter your IRA distributions and carryover capital loss (without upgrade to Premier).  If you had any sales activity for your investments, then you will need an upgrade to Premier.  But, just the loss you can use Deluxe.
