Retirement tax questions

If you have a 1099NEC, yes, you need to file a tax return, because a 1099NEC is issued for self-employment income.   If you have even $400 of self-employment income you are required to file and pay self-employment tax for Social Security and Medicare, although you will not owe any ordinary income tax for that amount of income.
