You must understand there are hundreds of forms that need to be updated each tax year and these cannot be done until the IRS issues the electronic specs which take longer than the paper forms you can get online. And the DIY programs work on the most common forms first so most of the filers can file early. So even though you think the 8915-F should be done first the reality is it doesn't rank that high on the list so patience will be needed until the tech team gets it updated, tested and approved by the IRS and finally opened for use. Not even my professional program is fully functional yet so the DIY programs are not the only ones delayed by the IRS processes.
